The Ministry of Labour and Vocational Training (MLVT) is implementing a mandatory self-declared labor inspection process requiring enterprises and establishments to conduct regular labor compliance self-assessments through the MLVT Self-Inspection Centralized Management System.
Under this requirement, entities must complete self-declared labor inspections twice annually. The first self-inspection for 2026 must be submitted no later than June 30, 2026. The initiative aims to strengthen labor law compliance by allowing employers to review their employment practices, identify potential areas of non-compliance, and take corrective measures before any official inspection is conducted.
Through the self-inspection process, employers are required to assess their compliance with applicable labor regulations, including requirements relating to employment documentation, working conditions, wages and benefits, working hours, occupational safety and health, and other obligations under Cambodian labor law.
The system is designed as a preventive compliance mechanism, giving employers an opportunity to address deficiencies proactively. However, information declared through the system will be monitored by MLVT, and any reported violations or compliance concerns may be subject to further review, including potential physical inspections and enforcement measures.
Failure to complete the required self-declaration within the prescribed timeframe may result in administrative penalties and other enforcement actions in accordance with applicable regulations.
Employers are therefore encouraged to review their current labor compliance practices, ensure relevant records are properly maintained, and complete the self-inspection process accurately and within the required deadline to mitigate compliance risks.
